Quantum systems are characterized by the fact that the quantum of angular momentum ћ was not assigned to each of their particles, but to the entire quantum system as a whole. It is shown that the existing calculated value of the radius of the helium atom is due to the fact that each of its two electrons was assigned a quantum of angular momentum ћ. The need to exclude the specified double standards when determining the angular momentum of quantum systems leads to the fact that the quantum of angular momentum ћ should be assigned not to each electron of the helium atom, but to their quantum set. This paper examines the main pollutants (PP) entering the atmosphere and settling in the lake's waters, including greenhouse gases (CO₂, CH₄, N₂O), sulfur and nitrogen oxides (SO₂, NOₓ), suspended particles (PM10, PM2.5), and toxic compounds such as atmospheric mercury. Particular attention is paid to the sources of pollution—industrial hubs (Irkutsk-Cheremkhovo, Severobaikalsk, Ulan-Ude), motor vehicles, railways, shipping, and forest fires. An analysis of regional characteristics shows that the mountain ranges surrounding the lake impede the dispersion of pollutants, while prevailing northwesterly winds facilitate the transport of emissions from industrial centers along the Angara River valley. Research conducted near the village of Listvyanka identified two key pollution mechanisms: the nocturnal transport of poorly dispersed plumes from individual thermal power plants and the large-scale synoptic transport of mixed emissions. It is shown that emissions from large coal-fired thermal power plants in the Irkutsk, Angarsk, and Ulan-Ude regions have a significant impact on atmospheric air quality and can lead to the acidification of coastal soils and tributaries. The scale and dynamics of smuggling activities are analyzed across key historical stages (the 1990s, 2000s, 2010s, and 2020s), and the main factors influencing the illicit movement of goods across borders are identified. Special attention is given to the current period: changes in legislation, recent statistical data, and the impact of the external economic environment (sanctions and trade restrictions) on the nature of smuggling. Countermeasures against smuggling are described, including improvements in the legal framework, organizational and technical measures by the Russian Federal Customs Service, as well as international cooperation. However, the accountant is also an employee, and they may have concerns about the calculation of their own salary.</em> <em>The article discusses the concepts and differences between piece-rate and time-rate forms of remuneration, as well as their systems. It identifies the possibilities of determining the natural indicators of accountants' work and their monetary valuation in the case of piece-rate remuneration. The article also conducts a survey in the accounting departments of various organizations (outsourcing companies and public institutions) to assess the application of piece-rate remuneration and the transition of accountants from the salary system to the time-rate system. This article offers a comprehensive analysis of civic participation, examining its historical evolution from ancient poleis with direct democracy to modern representative systems and the subsequent rethinking of the role of participation.</em></p> <p><em>The article aims to answer key questions: which civic participation mechanisms are most effective in the context of local social governance, and how does the degree of citizen engagement influence the legitimacy of municipal decisions? The current state of civic participation is examined both globally and in Russia, where both positive shifts and persistent problems associated with the formalism of public hearings, the variable effectiveness of public councils, and the general inertia of the administrative apparatus are noted.</em></p> <p><em>Bureaucratic barriers and lack of political will are identified as the main obstacles. Balassa’s theoretical framework (from PTA to full economic integration) with empirical evidence from major regional blocs (EU, ASEAN/RCEP, USMCA, MERCOSUR, EAEU, AfCFTA). Based on academic research and up-to-date statistical data from international organizations (WTO, UNCTAD, World Bank, etc.), the study identifies contradictory trends: the persistence of high volumes of world trade and the growth in the number of RTAs, alongside the strengthening of protectionism, friend-shoring, and geo-economic fragmentation. The analysis shows that integration is shifting toward “reglobalization”: regional value chains are deepening, the role of digital and green agendas is growing, and the demand for inclusiveness in trade rules is increasing. The regional overview highlights the resilience of the EU (despite Brexit and the shocks of the 2020s), the acceleration of intra-Asian connectivity (RCEP), the modernization of North American supply chains (USMCA), institutional and political constraints within MERCOSUR and the EAEU, as well as the strategic potential of AfCFTA. The authors outline key risks (uneven levels of development, infrastructure bottlenecks, external shocks) and possible scenarios for the future — from deeper multilateralism to partial fragmentation. Based on an analysis of official financial statements for 2024, trends in financial indicators are identified, including asset growth and a decline in net profit. Various types of risks are considered: financial (liquidity, profitability), credit (dependence on borrowing), environmental (emissions, compliance), personnel (skill shortage), and others. A risk rose to visualize their intensity and a risk map with mitigation measures are created. A diagram of the organizational structure of the companies is presented, including the management hierarchy within En+ Group. Data on electricity generation and consumption in the region is examined. Trade ranks 2nd in terms of its contribution to Russia's GDP, and marketplaces annually increase 1.5-2 times the turnover of goods on their trading platforms. There is a contradiction between the declared importance of the skill and its insufficient development in the real pedagogical practice of domestic universities, where traditional, reproductive methods prevail.</em></p> <p><em>A solution based on a synthesis of theoretical, methodological and practice-oriented approaches is proposed. The model of critical thinking by P. Fazione, which defines its two-component structure (cognitive skills and intellectual dispositions), and the taxonomy of B. Bloom's educational goals, which sets a hierarchy for the transition from knowledge reproduction to their analysis and evaluation, are systematized as a theoretical basis.</em></p> <p><em>Based on these models, a set of practical pedagogical methods has been formalized, including a joint dialogue for the development of logical argumentation, a case-study method for analyzing problem situations, as well as project activities and debates for developing the ability to work with information and defend a position.</em></p> <p><em>The effectiveness of these methods is achieved only if special didactic conditions are observed. Among them are: 1) creating a psychologically safe environment with a "culture of mistakes" where failure becomes a resource for analysis; 2) methodically competent integration of digital tools for developing critical information assessment and solving professional problems. The aim of the research is to substantiate the effectiveness of the electronic remeasurement certificate as a key tool for accurate recording of cargo parameters and prompt resolution of discrepancies between transportation participants in the context of digitalization.</em></p> <p><em>The work analyzes the causes of discrepancies, the functional capabilities of the electronic certificate, and the technological conditions for its integration into electronic document management (EDM) systems. It is shown that the use of an electronic certificate significantly increases data reliability, accelerates dispute resolution, and minimizes the impact of the human factor through automation. Key advantages of digital recording are identified, including enhanced legal significance of documents (due to electronic signatures) and the creation of a transparent information environment for all participants in the logistics chain.</em></p> <p><em>The study establishes that the successful implementation of this tool requires infrastructural readiness and compliance with legal norms.</em><em> The conclusion is drawn about the significant role of the electronic remeasurement certificate not only as a technical document but also as a systemic solution for reducing operational risks, cutting costs, and strengthening trust in logistics interactions. The main focus is on key cargo nomenclatures, which led to an overall decrease in loading by 4.1% and cargo turnover by 4.9%. It was found that the decline was caused by a complex of interrelated factors. The impact of each factor on the main cargoes is considered in detail: coal, building materials, mineral fertilizers, petroleum products, ferrous metals, timber cargo and automobiles. The model converts the current load (both apparent and reactive components) into power. The analysis is performed based on the obtained power values, and the program also allows for the graphing of the resulting power load calculations in various formats convenient for visual analysis. All calculations are performed using well-known formulas.</em></p> <p><em>A series of calculations for trains of various types, weights, and models revealed that modern models, in addition to improved energy efficiency, produce more uniform load graphs. It is also worth noting that commuter trains exhibit poorly uniform graphs.</em></p> <p><em>The model will allow for future analysis and comparison of various track profiles, train weights, and new locomotive models. Additional connections are realized with the help of elastic elements. The presence of a large number of elastic elements connected to the support surface complicates the construction of mathematical models of the technical object under study, since the number of connection points doubles. Transfer functions for the coordinates of motion of a rigid body are obtained. Mathematical models are based on approaches typical of structural mathematical modeling.
